Mission: The UCLA Journal of Environmental Law and Policy, known informally as JELP, produces a high-quality biannual journal on cutting-edge environmental legal and policy matters. In continuous publication since 1980, JELP is entirely run and produced by the students of UCLA School of Law. Articles and comments published in JELP are written by leading scholars and practitioners throughout the country and often the world, and by students focusing on environmental law.
JELP enjoys a strong partnership with the Emmett Institute on Climate Change and the Environment, often in the form of publishing special symposia issues of the Journal. Together with the Environmental Law Society, JELP assists in hosting speakers and events that complement the environmental curriculum at UCLA School of Law and fosters the continued growth of the vibrant environmental community at UCLA.

Submissions
General Submission Guidelines
Articles may be submitted to our journal via Expresso, Scholastica, or by email to jelp@lawnet.ucla.edu. We do not send a separate confirmation email upon receipt of your submission; the only acknowledgement that your manuscript has been received will come from Expresso or Scholastica.
We have no length limitations, but we usually give preference to articles of 25,000 words and less (roughly 50 pages).
All direct email submissions should be in footnote format (no endnotes please) and should include:
- a Table of Contents
- the author's current CV
- a cover letter with the author's name, address, and email address.
We do not accept hard copy submissions.
The Review Process
The Articles Department makes every attempt to review an article within eight weeks of its receipt. During peak slating seasons (December/January & August/September), however, the review of an article may take longer.
Expedited Review
We generally require a minimum of ten days to complete an expedited review. Please notify the Articles Department by email at jelp@lawnet.ucla.edu of your request for an expedited review as soon as possible.
In your request, please include the following information:
- Author & co-author's first and last names.
- Title of the Article.
- Author's deadline.
- Author's e-mail address and/or phone number (please indicate times you may be reached).
- Name of the competing journal.
If we wish to make an offer for publication, the author can expect to hear from our journal no later than noon Pacific Standard Time on the day of the expedited review deadline, unless otherwise indicated. If additional time is needed for the review, the Articles Department will notify the author in advance to make arrangements.
Offers of Publication
The Editors-in-Chief will contact you by email with an offer of publication. If you accept our offer, we expect you to withdraw your article from all other law journals.
Once you accept, we will promptly send you an email with instructions for finalizing our agreement. This email will contain two licensing agreements for your signature and a request for a most recent draft of your article.
Authors will receive three free hard copies of the issue in which they are published.
Once published, your article will be available online through the University of California's open-access publishing platform eScholarship.
Our journal is also available online through traditional legal databases, including Lexis, Westlaw, and HeinOnline.

Symposium
UCLA’s Emmett Institute on Climate Change & the Environment hosted its 2023 symposium to explore the laws that are driving the clean energy transition. Leading lawyers, energy experts, environmental advocates and architects of climate legislation shared their visions for how to build up our infrastructure using the Inflation Reduction Act (IRA) and the Infrastructure Investment and Jobs Act (IIJA).
JELP was proud to cosponsor the event and looks forward to sharing this 2023 Symposium in Review. The Review outlines key takeaways from each session and includes insights from UCLA Law students. Also featured are reflections from law fellows who currently serve as faculty at UCLA’s Emmett Institute on Climate Change & the Environment.
