"The cap-and-trade program will likely go forward without significant tinkering by the courts," said Cara Horowitz, executive director of the Emmett Center on Climate Change and the Environment at the UCLA School of Law. "There may be changes on the margins, but on the whole, I bet against true reversal by the courts."
