July 9, 2013 -- Cara Horowitz, Andrew Sabin Family Foundation executive director of the Emmett Center on Climate Change and the Environment, is cited in a ClimateWire article on a lawsuit contesting California's cap-and-trade program.
Cara Horowitz, executive director at the Emmett Center on Climate Change and the Environment at the University of California, Los Angeles, School of Law, in a letter last year to The Wall Street Journal said that cap and trade lacks the "hallmarks" of a tax. Businesses have the option of cutting emissions or buying permits from a seller other than the state, she said.
