Professor Volokh Speaks to the New York Times about Proposed Rules to Regulate Commercial Activity in Times Square

April 11, 2016- Professor Eugene Volokh speaks to the New York Times about the Transportation Department of New York’ s proposed rules to regulate commercial activity in Times Square. These new rules would break Times Square up into “activity zones” for commercial pursuits and “flow zones” for pedestrian foot-traffic. Volokh believes that these rules would not violate the First Amendment rights of street performers. 

“So long as they’re targeting the activity because of its commercial nature, rather than its message, I think it should be fine,” Mr. Volokh said.
