Sean Hecht Cited by The Atlantic on Scott Pruitt’s Proposed EPA Rule

Professor Sean Hecht was cited by The Atlantic in an article about the recently-proposed rule by the Environmental Protection Agency’s administrator Scott Pruitt. The rule would undermine nearly 30 years of clean-air regulations, as well as restrict what scientific research the EPA is allowed to utilize. “To anyone who’s looked at a lot of EPA rules, this rulemaking is extraordinary in the lack of reference to any legal authority,” commented Hecht.
