Professor Ann Carlson was quoted in Automotive News on auto executives’ visit to the White House in an attempt to save the national fuel economy and emissions program from the Trump administration’s new emission standards. Carlson writes that California regulates greenhouse gases, not fuel economy, and that NHTSA (National Highway Traffic Safety Administration), which administers the federal fuel economy program, lacks authority to override California's waiver. "It is hard to imagine a court upholding the agency's right to withdraw the standards with no evidence in the record for doing so," Carlson said.
