I'm all for ambitious, out-of-the-box thinking to get to fundamental goals
such as ensuring every eligible voter can vote and no ineligible voter can
vote.
But we should take a look at the UK's effort to establish a national card
with biometrics. It passed a law to do just that in 2006. In 2010 it was
repealed. The Wikipedia article (at least in its current form) covers the
issue comprehensively:
