[EL] Chafee signs voter ID

This is very helpful, thanks; though I'm not sure that Michigan can be 
called a strongly blue state (in presidential elections the margin has 
usually been fairly close) when compared with RI, which is one of the most 
strongly Democratic states in the nation in presidential elections.
