It's an interesting question about whether a state that is exempt from the NVRA would lose the exemption by repealing and restoring EDR without an intervening election.

But just an fyi that Maine is already subject to the NVRA.  It was never exempt because EDR at the polls was not universal throughout the state.  The exempt states are North Dakota (no registration), Minnesota, Wisconsin, Wyoming, New Hampshire, and Idaho.

If same-day registration is restored before the next election, will that amount to a same-day registration law that is "in effect continuously" for NVRA purposes? Otherwise, I imagine there's a fair amount of work left for Maine to comply with a whole lot of federal obligations that had never before applied...
