Allegations

This is, I believe, the same law that the Alabama Speaker of the House 
and the Alabama Senate President called "a critical component of a

and the same law challenged in court

discussing changes to Illinois law that will limit candidates' abilities 
to file for multiple offices, to gauge their best chance of success.

Also of note, the article discusses the environment for judicial races 
that makes the strategy productive:

    Because voters pay less attention to judicial races, quaint-sounding
    names and ballot position often trump merit and experience. Studies
    have shown women with Irish surnames win a larger percentage of the
    vote in Cook County. A candidate for judge might want to avoid a
    ballot with a Margaret O'Sullivan or a Cathleen Flannery on it.
