[EL] ELB news and commentary 6/4/11

The "unofficial preliminary" maps released by the new California
redistricting commission one week before it is scheduled to release the
"official preliminary" maps contain some strange definitions of communities
of interest - crossing county line; linking upscale, beach front,
non-minority communities with lower middle class and poverty neighborhoods
far from any beach, splitting cities into three different districts. Ah,
reform.
