Vince,

You should review state constitutional or statutory guidelines for
congressional redistricting, if any. While many states have laws limiting or
regulating county splits for senate and state house redistricting, there are
fewer state rules for congressional redistricting.

The NCSL Redistricting Law 2010 handbook includes charts outlining each
state congressional and state legislative law. You can also access this
information at www.ncsl.org and follow hotlinks to "legislatures and
