[EL] current ID requirements

As others have said, the NCSL listing is invaluable.
But there's one small caveat for those using the NCSL list as
shorthand. At the top of the page, there's a summary that used to say
"States that Request or Require Photo ID", without distinguishing
between them. (That summary box now has a typo, I believe.) States
that request photo ID make it possible for most voters to cast a valid
ballot even if they don't have the right kind of photo ID, through an
extra step or two; states that _require_ photo ID don't have that
possibility.
As I've mentioned <http://electionlawblog.org/?p=18408>, by my count
there are five states (Georgia, Indiana, Kansas, and -- within the past
two weeks -- Tennessee and Wisconsin; Texas would be the sixth if its
new law is precleared) that _require_ photo ID. But I've often heard
the number stated as larger, by people conflating the states that
require photo ID with the states where those without photo ID can still
vote a valid ballot.
