One of my former students and I just had published an article you might find to be of interest:


David Schultz and Sarah Clark, “Wealth v. Democracy: The Unfulfilled Promise of the Twenty-Fourth Amendment,” 29 Quinnipiac Law Review, 375 (2011).


The article looks at poll taxes in American history, litigation under the 24th Amendment, and it argues for a variety of applications of the Amendment to issues such as voter ID laws, felon disenfranchisement, and early voting laws, durational residency, and party caucuses.
