And if we really want to go further, one (or more) of the North Carolina legislative remedies to the Shaw challenge was precleared by the Clinton DOJ (1997). And also the Johnson III maps in Georgia (1995). And Smith v. Beasley (SC legislature, 1996). And DOJ rejected the 1994 Louisiana congressional map passed by the legislature after Hays, in 1994, as I recall.
I think we can assume that everyone is talking about post decennial. And I do not recall any redistricting plans were submitted pre-Allen.

That is correct.
In 1965 and 1966 DOJ was monitoring registration and elections and had not yet geared up for section 5 enforcement.
