from the GAO, as well as a forum on nonprecinct voting with contributions by
Charles Stewart, Doug Chapin, and Bob Stein & Greg Vonnahme.  Mike McDonald
has an essay on redistricting developments, and Susan Hyde reviews Lori
Minnite's book on voting fraud.
