[EL] DOJ to interview legislators during VRA preclearance

I came across this article from the Richmond Times-Dispatch, saying that DOJ
planned to interview several Virginia state legislators as part of the VRA
sec5 process to preclear Virginia's new district lines.

Does anyone know
- if this is a common or uncommon practice for DOJ?
- if DOJ requests interviews only in certain circumstances?
- if DOJ interviews state legislative staff as well? Or any outside parties
who might be involved in the state's redistricting?
- what kinds of questions DOJ asks?
