Enforement agencies set thresholds like the point system not only for
uniformity of application, as Steve says, but also for administrative
efficiency -- to direct limited resources to the most likely targets.  It
also is common to refuse to identify those thresholds to avoid giving
malefactors a road map on how to avoid investigation and prosecution.  Thus
the Justice Department directs (or used to direct) US attorney offices to
pursue drug cases only when they involved X amount of a particular
substance.  I grant that there is a different public interest in letting
everyone know what campaign activities they can undertake than how much
crystal meth they can produce and that reasonable people can differ on the
level of disclosure in each case.  So can unreasonable people, for that
matter.
