[EL] (Not Really) ranked-choice voting in SF

Just noticed that the link to my old ranked-choice ballots page got lost 
in the text-ifcation of this thread.

Also, I probably should have pointed out that we were talking about hand 
counting elections because using hand counted paper ballots avoids the 
huge costs of equipment/software certification.  - dah
