My impression is that Republicans always end up on the short end when  
"nonpartisan" commissions do the redistricting.  This article is about  Arizona, 
California is a recent example.  Does anyone know of an exception  to this 
-- where Republicans got an advantage from "nonpartisan" commission  
redistricting or at least broke even?  Jim Bopp
