[EL] Secret signatures and secret ballots

In local signature gathering in the City of Montebello (CA) about a year ago there were multiple situations where police were called to break up brawls and near-brawls between signature gatherers and people hired to discourage people from signing petitions.

Just one example off the top of my head.
