[EL] Artur Davis on election fraud

Alabama now requires that folks voting absentee include a copy of their ID
with their absentee ballots.

On the other hand, one popular form of absentee ballot fraud in Alabama is
"helping" the absentee voter mark his/her ballot. ID does nada to stop that.
