[EL] Redistricting Commissions: Copper State Edition

Wow, is anyone on the list paying attention to what is unfolding here in Arizona?  (I get the listserve digest, so forgive me if I am jumping into a discussion in progress!)

So many questions ... I'll limit myself to just one for now.  Two commissioners allege (in sworn depositions) that the chairwoman offered to trade votes - support Strategic Telemetry as the mapping vendor now, get consideration for something later.  She denies it.  But let's assume for the moment that the conversations described by the two GOP commissioners  took place as they claim.  Could the chairwoman plausibly argue that all she was doing was legislative log-rolling?  (AZ state courts have already held that the AIRC acts as a legislative body.)

Please advise.
