Jon,

The only problem is that reasonable people can disagree about what's "good for the country," and often do in a way that corresponds to their partisan preferences. Much of what the government does comes down to normative individual values, beliefs, and preferences. Letting a group of "wise men" make the decisions doesn't get around the fundamental problem that people disagree about these things.
