Thanks for the clarification. Quorum Report is reporting it constitutes
preclearance. The Mexican American Legislative Caucus implies, in a release
that went out a while ago, that two maps were *not *precleared, which I
believe has led people to believe the other two were precleared by MALC's
omission.

Gerry, do you have a better statement on this than what MALC has sent out
and what QR is reporting? I'd like to send it to the activist in Houston
that has sent QR's erroneous declaration to his list of 10,000 Democrats
across the state who are presently burning up my inbox and Twitter feed with
repeats of the erroneous reporting I relayed.
