[EL] Correction with Racial dilution in voter lists

Correction: Original posting contained a typo on the date of the Ophelia Ford
election. The invalidated Ford state senate election was in 2006; in the August
2010 election, records indicate that votes were cast twice for at least 128
voters.

(these 128 voters were not identified by duplicate names; rather, under the same
voter ID number the records indicate that they cast at least 2 votes. A hole in
the system opened the door for up to 60,000 double votes in Aug 2010, and the
recording system does not catch that. Pointers go toward insiders, not the
voters themselves, on this one.)
