[EL] ADC v. Strange -- State's appellate brief filed

The State of Alabama has filed its opening appellate brief in Alabama
Democratic Conference v. Strange. (I represent the plaintiff-appellees in
the case.)

The district court had enjoined the State from enforcing a PAC-to-PAC
transfer ban on contributions to the ADC which would be placed in a
separate bank account and be used for independent expenditures such as GOTV
campaigns.
