[EL] D.C. requires voters at polls to sign a register

I just phoned the District of Columbia Board of Elections, and was told that when voters appear at a polling place, they must sign a register in order to receive a ballot. This is relevant to the message this morning that someone walked into a polling place in D.C. at the April 3 primary and falsely claimed to be US Attorney General Eric Holder. The person did not follow through and actually attempt to vote. But in order for him to receive a ballot, he would have had to sign in, and his signature could later have been compared to the real Eric Holder's signature on voter registration records.
