[EL] D.C. requires voters at polls to sign a register

...which is a non-issue in the District of Columbia from an anti-fraud
perspective. This is because the same voter, in order to vote more than
once, would have to go to a different precinct on a successive voting
attempt, in which case his/her name would not be listed in that pollbook.
Otherwise he or she would have to cast a special ballot in the different
precinct, which would not be counted. This is because, assuming proper
procedure downtown, special ballots are not tallied until all signed
pollbooks are reviewed.
