[EL] D.C. requires voters at polls to sign a register

I don't know about DC, but in California, when a voter signs the roster, he or she is also legally verifying that he or she is the voter identified on the roster, under penalty of perjury.

It's really easy to get the list of every voter's name and address in an entire jurisdiction. Every campaign has the entire list (that's how they send campaign mail). And they're public records.
So asking for the address of the voter is no defense against fraudulent voting.
