[EL] top-two open primary initiative held to violate single-subject rule

Unlike California, Washington, and Louisiana, top-two open primary states that continue to elect party officers in closed or semi-closed primaries, the Arizona initiative also eliminates elections for party committee-member.  The judge said ending elections for party office is not related to how public office-holders are elected, so the initiative violates the same-subject rule.
