[EL] Request For Experts

Hi all,

I'm looking for election law/reform experts to discuss Norm Ornstein's
recent push for a lottery with a million-dollar-payout to increase voter
turnout. Is it legal? Smart? Crazy? Here's his NYT op-ed:
