Too many U.S. jurisdictions allow our elections to be run by
political partisans

Local officials have too much control, and often lack adequate
training and resources. Political rhetoric has been ratcheted up and
mistrust has been building thanks to spurious and exaggerated claims
of voter fraud

(and in some cases voter suppression) by political provocateurs.
Social media inflames partisan passions

underreported aspects of The Voting Wars

With conflicts now in Florida, Ohio, Colorado and elsewhere the issue is

The sessions mostly consisted of prepared speeches. The last panel,
on campaign finance---moderated by Mr. Podesta---threw off more
sparks. Panelists sharply disagreed over the merits of public
financing. Mr. Cuomo has said he's generally supportive of using
taxes to subsidize political candidates but hasn't announced a
specific plan.
"If you care about the environment, clean water, fair taxation...it
comes back to campaign-finance reform," said Sean Eldridge, an
advocate for public financing. David Primo, a political scientist at
the University of Rochester, said that there's little evidence to
suggest that instituting a matching-fund program in Albany would
increase voter participation or lead to election of more capable
politicians.

I need to say something about reader comments. The first comment at the
Takeaway accuses me of saying that the Wisconsin state supreme court
race (which begins /The Voting Wars <http://thevotingwars.com>/) was
stolen. In fact, I argue in the book that it was not stolen, and I
criticize first Republicans and then Democrats for making such claims.
The problem there was incompetence, not fraud.
I also just received an email accusing me of saying there is no voter
fraud in elections (and then saying it is all done by Democrats). In
fact, I've written

about the kind of fraud that actually occurs in elections---mostly
election official and absentee ballot fraud--and rejected (after closely
examining the evidence) that voter impersonation fraud is a real
problem. That doesn't make me a "vote fraud denier;

it makes me someone who looks at the evidence. Some election fraud
exists and is a problem; some is so rare as to not be a problem.
I don't know if the problem is that people don't read/listen to what I
actually say, that they hear what they want to hear, or they are being
disingenuous when they say I said things which I did not say.

'On Wednesday, two groups with outspoken records in favor of campaign
finance reform proposed a plan

could restore a voice to ordinary citizens. Based on the very successful
New York City campaign finance system, the plan would match
contributions of $250 or less at a 5-to-1 rate with public funds. If
someone gave $100 to a candidate, the program would add another $500 in
public funds, magnifying the importance of the small donation. The plan
--- proposed by the Brennan Center for Justice at New York University
School of Law and Democracy 21, a campaign finance watchdog group ---
would be voluntary, but participating candidates would have to accept a
$1,250 limit on all contributions, half the current level of $2,500.
There would be a ceiling on public matches to candidates and a $50,000
limit on the amount a candidate could contribute to the campaign but no
limit on spending."

There are now two competing

In this earlier post, <http://electionlawblog.org/?p=38679>a reader
suggested that a military ID for a retiree which says "indefinite" would
not be usable to vote under PA's voter id law. I asked whether this was
correct.
Thanks to a reader who points me to this PA website
<http://gottavote.org/en/PA/get-id-ready/>which says in listing
acceptable documents: "An unexpired U.S. military ID -- active duty and
retired military (a military or veteran's ID must designate an
expiration date or designate that the expiration date is indefinite).
Military dependents' ID must contain an expiration date and must not be
expired."

"In a high-stakes election that could help determine the presidency and
control of the U.S. Senate, a judge has ruled Nevada's unique "none of
the above" ballot option is unconstitutional and has to go. U.S.
District Judge Robert C. Jones ruled Wednesday that because the 'none'
option can never win, even if it gets the most votes, it essentially
makes those votes not count."
I find this result very surprising, and will write about its chances of
being upheld on appeal before the 9th Circuit once I see the written
opinion which the judge has promised to issue.
The case has important implications---Republicans want to eliminate NOTA
because they think doing so will help get more anti-Obama votes for
