[EL] Wisconsin Electoral Votes

I think the Wisconsin legislature could change the way the state allocates its electoral votes without the Governor's involvement. The issue depends on what "Legislature" means in Art. II, sec. 1, cl. 2 (and on how a "Legislature" conducts its business). Cf. Bush v. Gore.
