[EL] Vehicles To Get Corporate Dollars In Congressional Races

I have been posed a very odd question by a corporate client of our firm: is
there a vehicle and, if so, what is the vehicle, for raising corporate
money and being able to use it as either an independent expenditure or to
make direct contributions to congressional candidate(s)?

I am fairly certain that there is no way to be able to turn corporate
dollars into money that can be used for direct expenditures in federal
races, but following *Citizens United*, the rise of SuperPACS, etc., I am
completely uncertain as to how a corporation or group of like minded
corporations would go about actually raising corporate dollars and then
using that for candidate-specific political advocacy--or if that is even
possible.

I would like to know if it is possible, and what the vehicles to do it may
be so I don't send this client off to an FEC compliance professional not
knowing what they should be asking for if they elect to go this route and
in turn have them talked into something they don't actually want. Would
they set up a SuperPAC? Keep in mind that we're probably talking about less
than $1 million in money raised for this effort, so I am not sure if there
is a vehicle for them, if it is even cost-effective.

Also, at the risk of starting an ideological debate, I am not saying one
way or the other whether I agree with what the client wants to do, I just
want to point them in the right direction and let them decide for
themselves. We have no intention of being involved further in this project,
I just need to point them in the right direction as they are a longstanding
client and we don't want to just tell them, "sorry, we haven't a clue."
