This is solely a challenge to the state legislative maps, not the
Congressional.

Wouldn't the other choice be governed by federal statute

have at large elections? Cf. Branch v. Smith.

In a nutshell: "Since the PA Supremes tossed the new map, the 2001 map is
the only one we've got. So even if it's invalid under one person, one vote,
given that petitions are in the field and the primary's still scheduled for
April 24, and that the Legislative Reapportionment Commission needs time to
do a new map and have the public comment period (and court challenges to
that map), what choice do we have?"
