[EL] EDPa: PA must use 2001 maps

Whatever the merits of the decision on the right map to use, does the
decision not to convene a three-judge court strike anyone else as
particularly odd? Seems like both the question of constitutional injury
and the question of potential remedy seem like "substantial" questions,
as that standard's been interpreted previously...
