[EL] Georgia bill to require photo ID to sign a petition

Richard and all,
This ties in to my concern that pollworkers aren't qualified to assess
the authenticity of IDs. (Recently, we learned they make mistakes or
ghosts sign in a polling places.) How would circulators become
qualified to verify photo ID?
Would requiring payment for a training program violate state or
federal constitution?
Also, once photo ID is verified, what's the point of verifying signature?
