Perhaps the famous phrase "the Constitution is not a suicide pact" would be
found to have an application here that would not rank among the more
controversial applications of this phrase, such as Richard Posner's
controversial use of it. See *Terminiello v.
Chicago<http://en.wikipedia.org/wiki/Terminiello_v._Chicago>
*, and *Kennedy v.
Mendoza-Martinez<http://en.wikipedia.org/w/index.php?title=Kennedy_v._Mendoza-Martinez&action=edit&redlink=1>.

*We the People *can rationally and justifiably wish to allow any view to be
expressed that emanates from We the People or those governed by We the
People, but not from foreign powers, and do so on the basis of
considerations grounded in sovereignty and the law of democracy.
