[EL] "McCain-Feingold officially dead" is nonsense title

Rick Hasen just linked to a story with the heading "McCain-Feingold officially dead." That is a very inaccurate title. McCain-Feingold still has severe limits on how much money individuals may contribute to political parties.
The Libertarian Party is in court against part of the McCain-Feingold law. The party is arguing that when it inherited several hundred thousand dollars a few years ago, there is no government interest in not letting the party receive its bequest in one payment. The law requires the dead person's estate to dole out the money in increments of $30,000 or so every calendar year.. The logic of the McCain-Feingold law in this circumstance must be that a dead person might bribe the Libertarian Party's members of Congress if the dead person couldn't give his bequest to the party in one lump.
