[EL] 3 Republican presidential candidates prefer to pay $5, 000 to getting 296 signatures

See D.C. Official Code section 1-1001.05 (b)(2) which provides that the valid number of signatures is 1,000 signatures or 1% of qualified electors of the same political party, whichever is less.  As of November 14, 2011, the number of registered Republican voters in the District was 29,585.  Accordingly, 296 signatures were required for ballot access.

Also, it may be of interest to know that the DC Council had recently enacted emergency legislation waiving this requirement if a candidate chose instead to adhere to party rules (attached).  As already noted, several of the Republican candidates chose this option.

Where do they come up with the idea of 296 valid signatures? Is that the percentage of a particular previous turnout in another election, as it is in some states, or is that just an arbitrary number?

I think this behavior shows how onerous even a small petition requirement can be.
