[EL] Section 5 no longer needed?

I am attaching a publication of the Lawyers' Committee for Civil Rights Under Law, prepared in the run-up to the reauthorization of Sec. 5 in 2006.  It was extensively cited in the Shelby County opinion.  The data therein address the issue of whether Sec. 5 is still needed.
