[EL] New Illinois law enfranchises votes (attacking back on the war on voting)

Illinois Governor Pat Quinn signed a bill into law Friday, extending the
grace period for voter registration (where citizens can register to vote or
change their address if they do so in person at the office of the election
administrator) up until the Saturday before the election. The law also
requires election authorities to operate early voting polling places on the
campuses of the major public universities in the state.
