This paper, also by Michael Malbin, looks at participation by donors at
various income levels in Minnesota and Ohio, which have tax credits,
comparing other states with public financing and without. I think he has
more recent research on this as well. He also did a controlled study in
Ohio, to look at whether a bit of publicity about the tax credit would
increase participation, which it did, modestly.
