[EL] South Carolina primary: Ted Vick voters won't count?

It appears that the South Carolina State Elections Commission won't count
any of the votes cast for Ted Vick in the 7th district, since he dropped
out of the race following a DUI and weapons arrest.

It looks like voters who chose to support Vick have been stripped of their
vote, and that removing them from the count changed the outcome of the race
from requiring a runoff between front-runner Gloria Tinubu and runner-up
Preston Brittain, to putting Tinubu over the 50%+1 threshold.

Is anyone familiar enough with South Carolina statutes or precedent to know
if this has happened before or is allowable under state law? Would a Vick
voter have standing to challenge the Commission's decision, or would
Brittain have to decide to bring a challenge?
