[EL] nonpartisan election administration

If you read to the bottom of my piece (and not just the excerpt on the 
blog) you will see that I address this point.  I also address it in 
great detail in both the book, and a 2005 article, Beyond the Margin of 
Litigation.
It actually works in most other mature democracies quite well.
