Jean Pierre Kingsley, former Canada czar, wrote about his position in
the Election Law Journal:

http://online.liebertpub.com/doi/abs/10.1089/1533129041492268

I have written about how the Australian system works here:

http://papers.ssrn.com/sol3/papers.cfm?abstract_id=698201

The Wisconsin GAB is an interesting bi-partisan board approach (much
better than a partisan official in my view). California's election
supervisors have generally been good at staying above the fray, but I
suspect that is partly because California is not a battleground state.
