[EL] Sup Ct upholds MD prison gerrymandering reform

While all eyes are on Arizona and Montana, there's an under-the-radar decision today on redistricting - a summary affirmance in Fletcher v. Lamone, No. 11-1178. This affirms a three-judge federal court decision upholding the constitutionality of Maryland's "No Representation Without Population Act," enacted in 2010 to require that incarcerated people be counted as residents of their pre-prison home addresses for redistricting purposes. This is a big win for the long-running campaign to end prison-based gerrymandering.
