[EL] Sup Ct upholds MD prison gerrymandering reform

The New York prisoner reallocation law did not include congressional redistricting, only state and local. Maryland's law covered congressional.

A NY state court upheld the NY law last year in Little v. LATFOR. The decision was not appealed.
