Alaska state legislative districts precleared

report. State legislative districts in Alabama and Mississippi, and
congressional districts in New Hampshire (and, of course, Texas
districts beyond the 2012 interim plan) still need preclearance, but
most statewide plans are done at this point. And I think that, so far,
every single statewide redistricting plan submitted for preclearance
through the DOJ's administrative process has been precleared without
objection <http://www.justice.gov/crt/about/vot/sec_5/statewides.php>.
I had the chance to testify about these preclearance rates before the
U.S. Commission on Civil Rights earlier this year

Yesterday, the NH legislature overrode
<http://www.unionleader.com/article/20120627/NEWS06/706289983> Governor
Lynch's veto of a new voter ID bill. The bill --- now law --- asks
voters to show a photo ID. But crucially, those who do not have a photo
ID can vote a valid ballot after executing an affidavit right there at
the polls. As with Rhode Island's new measure, that's a substantial
difference from the new measures under attack in states like
Pennsylvania, Texas, and Wisconsin, where eligible citizens without ID
on election day are essentially out of luck.

interesting examination of "Spatial Diversity

and its role in the redistricting process. His latest uses census data
to analyze the new congressional districts of the upcoming 113th
Congress, with some intriguing findings on the districts that have
gotten more heterogeneous and those that have become less so.
